Although the meeting was to deliberate on the report prepared by the Sub-Committee, it ended inconclusively after the differences of opinion simmered between the two parties.
The NC accused that the Bill had not been approved yet in lack of ruling party’s cooperation although the high-powered Reconstruction Authority had already expedited some structural operation by appointing Executive Director in the Authority.
The main opposition Party has been disagreeing on the selection of a new Executive Director in the Authority’ proposed by the ruling parties to further it in a new way.
As the discord between two parties flared up, it turned out to be an uphill task for the Committee’s Chairman Ganga Chaudhary and the Chief Whip of respective parties to douse it.
Now the NC is slated to hold a meeting with Prime Minister KP Sharma Oli tomorrow in an attempt to forge a consensus on the same.
Chairperson Chaudhary said that the process on the Reconstruction Bill had been stagnant as no political common ground was found between the ruling and opposition party so far.
The next meeting of the Committee is scheduled on November 22 at 8:00 am, according to her.
“If Sunday’s meeting also fails to draw conclusion on the Bill, the Sub-Committee will send its report to the Legislature-Parliament on Sunday itself,” shared Chaudhary. RSS

Migratory bird count starts in Kaski

Kaski, Nov 20: A campaign to count number of migratory bird species has begun at Paudurkot of Kande in Kaski.
Many bird species migrate to Nepal from countries like China, Russia, Mongolia and Siberia among others during winter.
“Around 3000 migratory bird species have been counted so far. We are conducting a count of only carnivorous birds. Some bird species migrate to Nepal to escape excessive cold in their original habitat,” said ornithologist Surya Gurung, who is also involved in the count.
He said that some of steppe eagle species that migrate to Nepal during the winter, hatch their eggs and return upon onset of summer have been counted.
The team that is conducting the count includes Gurung, Hemanta Dhakal, Sandesh Gurung and Dr Hem Sagar Baral among other ornithologists from the United States of America, Germany, United Kingdom, Australia, France, India and Malaysia.
According to Dhakal, around 150 bird species migrate to Nepal during winter every year. And they reside in various places of Nepal including the Koshi Tappu Wild Life Reserve, the Chitwan National Park, the beach areas of the Koshi and Karnali rivers, the Shukla Phanta Wildlife Reserve, the Bardiya National Park and the Annapurna Conservation Area among others.

Curriculum to be developed as per international standard: Education Minister

Kathmandu, Nov 20: The Ministry of Education has planned to begin revising the school and university curriculum so as to make it at a par with international standard.
Speaking in a public hearing programme here in the capital today, Minister Giriraj Mani Pokharel presented a concept paper prepared to reform the education sector and said that it was necessary to make the Nepalese education sector competitive and of the international standard.
He added that foreign investment in the sector should be utilized as per our need and for the same one-door policy should be implemented.
The Minister further said that the guidelines should be amended to make the monitoring system of the educational consultants effective. He added that it should be strongly implemented.
The concept paper aims to extend technical and vocational education and training system and for the purpose, regional balance, infrastructure development, ensuring quality, human resource development was essential.
Similarly, the paper stresses on the need to carry out field study of the quake-damaged school buildings for reconstruction, retrofitting, mapping among others and that should be student-and management-friendly.
These tasks should be completed within three years, it is stated. The paper further states that the school leaving certificate examination evaluation system would be converted into letter grading system from this academic year and text books from grade 1 to 5 would be printed in colour from 2074 BS.
It has been informed that a high-level national education commission would be formed for the Ministry of Education to provide necessary suggestions on the restructuring of administrative sectors under its subordinate bodies, for education management and increment of quality in education, reformation of education and formulation of new education policy as per the federal system.
It has been said that the concept paper would be implemented after broad consultations with stakeholders and political parties on the matter.
On the occasion, stakeholders complained about the issue of changing dual education policy for both community and private schools, the problems faced by the temporary government teachers and the failure to address issues of parents among others. RSS

Construction of drinking water project begins in Kanchanpur

Kanchanpur, Nov 19: The construction of a drinking water project has started at Dekhatabhuli VDC in Kanchanpur.
Durga Prasad Joshi, chairman of the Drinking Water and Sanitation Consumer Committee, said that the project aims at providing drinking water to around 1200 people of three Wards at the VDC.
The estimated construction cost of the project is around Rs 81 million provided by the Drinking Water and Sanitation Sub Division Office, Kanchanpur.

Parsa, Nov 19: Customs clearing agents at Kolkata port have halted their works, citing the failure of the Nepali importers to pay demurrage charge on time.
Bijaya Kumar Sarawagi, coordinator of the import committee of the Federation of Nepalese Chambers of Commerce and Industry, said that the agents stopped their works since last Friday, citing the failure of the importers to pay demurrage charge on time.

“This matter may affect foreign trade of Nepal,” he said, adding that the agents insisted that they would not return to work until Nepali importers pay the charge worth around Rs 400 billion so far.
He said that the agents resorted to the move after they had been pressed to make payments to more than 100 shipping agencies and transport entrepreneurs.
Sarawagi said that many Nepali importers are finding it hard to pay the demurrage charge due to the restriction of Nepal-bound cargo and fuel vehicles on Nepal-India border and ongoing agitations in Nepal.
The Nepali importers said that hundreds of Nepal-headed cargo and goods vehicles have been stuck at the border crossings due to the restrictions. RSS

He said, “There is a constitutional way to address some issues left out in the constitution. But the voice raised to reject the constitution, tearing it and with personal interest would not contribute to safeguarding the national integration.”
Minister Rai, also the Spokesperson of the government, said that we should involve in the main course on how to take the country ahead on an institutionalized system as the country has already taken the path of development, peace, prosperity, accountability, transparency and democracy.
He further said that the government was taking initiatives to resolve all problems through talks and attention of the World has been drawn towards unannounced border blockade and inhuman behaviour of India.
The Communications Minister also expressed belief that the disruption of supply of petroleum products would be ended soon.
Stating that the government would carry out work after bringing the Common Minimum Programme soon, he said he has been studying and consulting regarding making the media sector disciplined, transparent and developed.
Minister Rai said a conclusion would be drawn soon by holding discussion with concerned bodies regarding formation of the Mass Communication Foundation, and implementation of the recommendation on the remuneration of the Working Journalists, saying a review should be carried out on media policy and structure after promulgation of the new constitution.
Similarly, press advisor of the Prime Minister, Pramod Dahal, assured his support for the development of communication sector of the country.

Agitating cadres destroy 500 litres of petrol

Gaushala, Nov 19: Cadres of agitating United Democratic Madhesi Front have destroyed around 500 litres petroleum products at two points in Mahottari this morning.
The UDMF sources said that its cadres destroyed 310 litres of smuggled petrol at Mahottari’s main checkpoint Bhittamod and 200 litres petrol at Matihani border point.
The UDMF cadres had destroyed 1,000 litres petrol in Gaushala municipality a couple of days back. RSS

Madhesh agitation should get constitutional outlet: Leader Bhandari

Bardibas, Nov 19: National Madesh Socialist Party Chairman Sarat Singh Bhandari has stated that the ongoing agitation in Madhesh should get constitutional outlet.
Speaking to the media persons at his residence in his hometown at Aurahi in Mahottari district today, leader Bhandari accused that the government was apathetic about solving the issues in Madhesh although his Party had been pressing for resolution of the issue through Parliament.
“The government is just toying with the agitators,” he remarked.
Bhandari, also former Minister for Tourism and Civil Aviation, argued that the resolution of Madhesh agitation through the amendment of new constitution would not be possible unless the Nepali Congress (NC) whose participation is a must for the two third majority votes required for the purpose joins the table for talks.
He was of the opinion that the ruling parties and NC should be clear about the thematic issue of the Madhesh agitation which is linked with the delineation of federal provinces.
“We cannot imagine Madhesh without Chure,” explained Bhandari on the delineation and their demands.
“If the major political parties do not become clear about delineation at the earliest, the upcoming agitation would settle all issues although the agitation will be furthered in a peaceful manner,” clarified Bhandari. RSS

300 medicines-laden vehicles stuck at border point

Birgunj, Nov 19: Hundreds of vehicles carrying drugs and drugs related raw materials have been stuck at Indian border nearby Birgunj – the prime customs entry point of the country.
With the obstruction to the supply of drugs, the area has witnessed an acute shortage of emergency medicines. The medicines-laden containers that had arrived at Birgunj customs checkpoint have been stranded at Indian border with the border blockade resulted from the indefinite shutdown enforced by agitating Madhes-based parties.
The dearth of medicine with the disruption of supply from the border point has halted the very serious surgical and cardiac treatment. Drug entrepreneurs said that surgical accessories, saline and cardiac arrest preventive and curative medicines and oxygen are completely out of stock.
“More than 300 vehicles carrying medicines and medicinal raw materials imported for Nepal have been stuck at Indian city, Raxaul”, said Vice-Chair of Federation of Nepal Drugs Entrepreneurs, Prakash Khandewal. “All sides should be sensitive as the problem may arise in the quality of medicines while stranded in asymmetric temperature”, he added.
It is very unfortunate that the vehicles containing emergency goods for human life like medicines are not entering the country, he said, adding that there is a compulsion to store some medicines in the rented rooms at Raxaul otherwise the drugs stranded at border may be spoilt.
The drugs entrepreneurs viewed that they would not allow shortage of drugs in the market on condition the government arranged fuels required for the production and supply of medicines.
“The medicine manufacturers should be provided with fuel on the basis of priority”, said proprietor of Nepal Pharmaceutical Pvt Ltd Arbind Amatya, adding, “The government should immediately give proper outlet to the serious problem as the industrialists are facing double burden”.
It is learnt the domestic production of drugs now has contributed only 40 per cent of the total demand. RSS

Petro tankers enter through Belahiya point

Lumbini (Rupandehi), Nov 9: Some petro tankers on Sunday night entered Nepal via Belahiya point of Rupandehi that was brought to a grinding halt since last eight days.
The Indian side allowed five petrol and three diesel tankers and two LP gas bullets through Belahiya point on Sunday night.
According to Rupandehi Police Chief Buddhi Raj Gurung, the vehicles laden with other goods and commodities have entered Nepal via the Belahiya point since this morning.
He said that there is possibility of fuel tankers entering Nepal today as well. The Indian side ahs been preventing the tankers and other vehicles from entering Nepal citing security reasons with the protest of the United Democratic Madhesi Front at Nepal-India borders. RSS

China increases its assistance in Mustang by six-fold

Mustang, Nov. 20: The Chinese government has increased its regular support to the folks of Mustang district from this year.
Programme Officer of District Development Office (DDC), Mustang, Kedar Singh Thapa said that China has increased the grants to the district by six-fold considering the effects of the devastating earthquake and India’s blockade on Nepal. Earlier, China was providing foodstuffs and construction materials to the district based on demands from the Nepali side.
Thapa said that China has provided a total of 7,800 bags of cement; 15,000 pieces of corrugated roofing sheet; 8,000 pieces of plywood; 1,200 tonnes of iron rod; 25,000 kilogram of pea and 29,000 kilogram of soybean to the people of upper Mustang including Lho Manthang, Chhoser, Chhonhup, Surkhang, Ghami and Chhusang VDCs in the border areas of China.
Earlier, the government of China has already installed a solar system of 70 kilowatt in Lho Manthang directly benefiting 221 households.
Likewise, the DDC said that China has sent 500 more solar panel in grant. All the materials provided from China in grant have arrived in Lho Mangthang via Chhhoser-based Korala entry point.
Programme Officer Thapa said that the secretary of Lho Manthang Jhumi Bista received the goods provided by the Chinese officials of Dhowasen district in Tibet.
The government of China is also providing assistance to the people in Humla, Gorkha, Mugu, Rasuwa, Dolakha and Sindhupalchok. RSS

Nepali national dies in Japan

Japan (Tokyo), Nov. 20: A Nepali migrant worker from Gulmi district died in a Japanese city on Thursday. Ramesh Bhandari, 35, of Rupakot VDC-1 in Gulmi district died in Ota city of Gunma Prefecture of Japan while receiving treatment in a hospital.
Bhandari was working as a cook in Japan for three years and had moved to Ota city from Osaka a year ago after he was denied salary as promised from the hotelier.
Chairman of Gulmeli Samaj Japan Salikram Bhandari said that the final rites of Ramesh would be performed in Ota city.
According to hotelier Rabin Kunwar, Bhandari was rushed to a local hospital after he complained of headache and the doctors pronounced him dead the same day. The detail reports of the tests are awaited.
Bhandari is survived by his wife and two sons.
Some two weeks ago, Manoj Khatiwada, 30, of Kalleri VDC-2 in Dhading district had died in a road mishap in Japan. RSS

Health facilities in Udayapur reeling under shortage of medicines due to blockade

Gaighat, Nov 19: Many health facilities in Udayapur district are reeling under shortage of medicines due to the unofficial blockade of supplies by India.
Health workers said that import of medicines has been affected due to the blockade, thus causing shortage of medicines.
The health institutions that are facing the shortage include the District Hospital and health posts at Hardeni, Lekhani, Sorung Chhabise, Limpatar, Balamta, Thanagaun, Basbote, Talimchha, Aaptar, Jante and Pokhare among others.
Dr Chuman Lal Das, chief of the District Hospital, said that they are forced to return patients empty handed as the store at the hospital has depleted.
Assistant health worker Bhupendra Raj Bhattarai at the health post at Lekhani said that the health facility lacks medicines like cetamol and Jeevan Jal (Oral Rehydration Salts).
Bhashkar Raut of Thanagaun-5, who had his hand cut during Dashain, said that he had to go to Siraha for the treatment in lack of medicines at local health facilities. RSS
